The planned development of the Haridwar-Roorkee region is the focus of the Haridwar-Roorkee Development Authority (HRDA), which was founded on May 2, 1986. The authority has the ability to buy, manage, and sell land, carry out engineering projects, and supply utilities including electricity, water, and sewage.

Name of the Scheme
The Haridwar Roorkee Development Authority (HRDA) has taken significant steps towards streamlining the city's transport system. As part of their strategic vision, HRDA has introduced the Transport Nagar initiative. This new provision aims to maintain road safety, enhance connectivity, and provide better access to key routes within the city.

Eligibility Criteria
- The applicant must be an Indian citizen.
- The application/registration process should be completed by the applicant only.
- The applicant or their family (including spouse and dependent children) must not own a house, flat, or land in any residential development scheme of the Haridwar-Roorkee Development Authority, Housing Development Board, or any other local body or cooperative society. Additionally, they must not own a plot/house/flat in any other city or town in Uttarakhand or any other state that has been allotted by any development authority. If found otherwise, the application will be rejected.
- The applicant must meet the prescribed income criteria.
Registration Fee/Deposit and Application Process
- The registration process will be completed only after paying the prescribed registration fee and attaching the required documents. The form will also be available online at www.onlinehrda.com.
- The registration fee of βΉ500.00 + βΉ90 (GST) must be paid. No applications will be accepted without the fee payment.
- Applications without signatures or incomplete forms will be rejected without any prior notice.
- The registration fee must be submitted along with the application form through online payment or a demand draft.
- Applicants must submit an income certificate issued by the District Magistrate or the relevant authority. Other income proofs will not be accepted.
- EWS applicants must attach a valid proof of eligibility.
Consequences of Providing False or Misleading Information:
If any applicant is found to have submitted false information or concealed relevant facts, their application/registration will be canceled, and any deposited amount will be forfeited. If the flat has been allotted, the authority will have the right to take back the flat without any compensation.
Invalid Applications!
Applications that do not meet the eligibility criteria or where the applicant fails to pay the required registration amount within the given timeframe will be rejected. The registration amount (excluding interest) will be refunded.
Registration Process!
Applications will be verified and shortlisted based on the eligibility criteria. A selection committee, formed by the competent authority, will review the eligibility of applicants from the received applications.

Change in Payment Method:
- π Applicants are allowed to switch from an installment-based payment method to a lump sum payment only once, upon request.
- π The calculation of the payment change will be done based on the interest and the amount due in the installment payment scheme.
- π The remaining amount after deducting the paid amount must be deposited as a single payment.

Delay in Payment and Penalties
- π The payment deadline for house/plot installments must be adhered to.
- π In case of late payment, a delay of up to three months will incur an interest penalty.
- π If the delay extends beyond three months, the Authority may take strict action, including application cancellation.
House/Plot Number Allocation
- π House/plot numbers will be assigned through a lottery system.
- π Applicants must attend the draw, and results will be final and binding
Refund of Application Fee / Application Cancellation or Forfeiture
Application Fee Refund
- If an applicant wishes to withdraw their application before allotment, they must submit a written request.
- A processing fee of βΉ5,000 will be deducted, and the remaining deposit will be refunded without interest.
Application Cancellation or Forfeiture
- If an applicant fails to make payments or formally requests cancellation, their application will be canceled.
- If an applicant requests cancellation within six months of application submission, 10% of the deposited amount will be forfeited, and the remaining amount will be refunded without interest.
- If an applicant fails to submit required documents or does not request a refund within six months, the Authority will forfeit βΉ50,000 from the deposited amount.
- The remaining amount will be refunded without interest.

Common/Shared Facilities
- The basement stilt floor of 2 BHK flats will be used for group housing parking, ensuring one car parking per applicant.
- Parks, green spaces, and other designated areas will be utilized as per the development plan, including electricity lines, transformers, and other necessary utilities.
- The stilt floor of 2 BHK flats will be reserved for approved applicants.
Sale/Lease Details
- The sale of flats and lease of land will be allotted within 90 days of application submission.
- The lease will be issued according to prevailing rates, and the annual lease amount will be charged as per determined rates. The full annual lease rent/license fee must be deposited in one installment within 90 days of issuance.
- The allotted flat cannot be transferred on lease without prior approval from the authority. However, transfer may be allowed upon payment of the applicable charges. Any unauthorized transfer will be deemed invalid.

Maintenance of the Scheme
- The maintenance of the scheme and common services will be managed by a Registered Residents Welfare Association (RWA) under the Societies Registration Act, 1860.
- The formation of this RWA will be mandatory, and residents will be required to pay 50% of the total maintenance charges before taking possession of the house/flat.
- As per the scheme's provisions, the owners of 2 BHK houses will be required to contribute βΉ1,00,000 (one lakh) as a maintenance deposit.
- This amount will be separately maintained in an escrow account by the RWA, and the funds will be utilized for necessary repairs and common area maintenance.
- If a Society is not registered under the Societies Registration Act, 1860, it will be considered invalid, and the Authority will not recognize its functions.
- The Authority will only recognize an RWA if it has more than 50% of the residents as members.
Payment of Taxes and Charges
- The applicants will be responsible for paying all municipal taxes, development charges, or any other local charges imposed by government agencies or municipal authorities.
- Non-payment of such charges will be dealt with under the Uttarakhand Urban Planning and Development Act, 1973 (Amendment Act, 2013), Section-40.
- If the construction work involves any government agency, state government department, or central government body, and certain taxes or levies have already been collected, then the amount will be adjusted against the applicantβs future tax obligations.

According to Government Order No. 1286 dated 26-07-2006, the following reservation policy applies to various residential properties:
